Key Team Members
Mark Burgess
Chief Executive Officer
Mark Burgess is the Chief Executive Officer of Energy Skills Australia and Exemplar Services. He brings a wealth of industry and vocational education and training (VET) knowledge, underpinned by hands-on trade experience and deep sector leadership.
Mark began his career as an Electrician, working predominantly in the large commercial and industrial sectors. From 2015 to 2021, he served as National Apprenticeship Officer with the Electrical Trades Union (ETU), where he focused on apprenticeships, licensing, and trade recognition.
He currently sits on several industry boards and committees covering skills, training packages, licensing, and trades recognition. Mark is an active member of the PSO Technical Committees and the PSO Strategic Industry Advisory Body (SIAB). He also contributes to national standards development through Standards Australia (EL-001 and EL-042) and provides industry insights as part of the Household Energy Upgrades Fund (HEUF) Industry Reference Group.
Mark has also collaborated internationally, working closely with the International Labour Organisation (ILO) on global skills policy initiatives, including the Apprenticeship Development for Universal Lifelong Learning and Training (ADULT) project.
Ben Taylor
Head of Software & Product Operations
With over 20 years of experience in information technology, Ben Taylor has led the design, development, and delivery of both large- and small-scale digital solutions across the public and private sectors.
Ben heads a dynamic team of developers and contractors, driving the creation of fit-for-purpose IT systems and infrastructure that support seamless, reliable, and scalable outcomes for clients. His expertise ensures that Exemplar Services continues to innovate and deliver technology that enhances training, compliance, and performance across the education and energy industries.
Ben holds a Bachelor of Laws, Bachelor of Information Technology, Diploma of Project Management, and a Graduate Diploma in Legal Studies.
Mark Rutter
Learning Resource and Client Engagement Manager
Mark Rutter brings over 15 years of experience in the vocational education and training sector and has been an integral part of the Exemplar team since its early days. Having served as National Sales Manager for the past eight years, Mark continues to lead the sales function while also overseeing the day-to-day coordination of the Development and Sales teams in his current role as Learning Resource and Client Engagement Manager.
Mark first joined EE-Oz Training Standards (now Energy Skills Australia) in 2009 as a Project Officer, where he was responsible for conducting statistical research to inform national strategies and provide insights to government and industry on emerging workforce trends.
Today, Mark’s focus remains on connecting clients with quality learning solutions, supporting the continued growth of Exemplar Services, and strengthening industry partnerships across Australia.
